DÉCLARATION DU PEUPLE pour laCÉRÉMONIE DE FERMETURE de la centrale nucléaire Gentilly-2

Bécancour, Québec, le 28 Décembre, 2012

Par cette cérémonie, nous célébrons la fermeture de la centrale nucléaire Gentilly-2 et nous disons adieu à la technologie nucléaire dans cette communauté et dans la province de Québec.

L'humanité a connu plusieurs décennies d'utilisation de l'énergie électrique produite à partir de centrales nucléaires. Nous avons chauffé notre eau, cuit notre nourriture, éclairé nos rues et nos maisons, fait fonctionner nos hôpitaux, nos écoles, nos fermes et des équipements. Nous acceptons que l'humanité a vu les avantages découlant de l'utilisation de l'énergie nucléaire et nous sommes reconnaissants à tous ceux qui ont donné leur maximum pour essayer de contrôler les graves dangers inhérents à l'utilisation de l'énergie nucléaire.

Tous les peuples sont les témoins et chroniqueurs de décennies de catastrophes nucléaires. Il est indéniable que l'utilisation des technologies nucléaires a conduit à une affliction et une souffrance indicible à la vie sur Terre. Nous reconnaissons que c'est grâce aux efforts de quelques-uns de nos meilleurs professionnels et aux sacrifices des travailleurs d'urgence que nous avons survécu jusqu'ici. C'est à cause de la résistance de la Terre, elle-même, que nous pouvons continuer à survivre. C'est à cause de l'esprit indomptable de l'homme que nous pouvons maintenant, réveillé et informé, clore ce chapitre de notre évolution technologique et sociale et de célébrer la fermeture de la centrale nucléaire Gentilly-2 .

Nous rendons grâces à tous ceux qui restent engagés à faire de leur mieux pour nous protéger du mal radioactif. Nous rendons grâce à la Terre qui continue de nous nourrir et de nous guérir, en dépit de notre inconscience. Nous sommes reconnaissants de pouvoir remplacer l'énergie nucléaire avec des solutions énergétiques plus sures, plus saine et plus durable.

Nos meilleurs professionnels de la science, de la santé, de l'ingénierie et de la technologie ont accumulé une solide connaissance et une certitude suffisante sur les risques inhérents, quant à l'ampleur et aux conséquences, des déchets radioactifs et des accidents nucléaires, de façon à aider nos communautés et leurs dirigeants dans la décision de fermer les centrales nucléaires .

Par cette cérémonie, nous nous engageons à aider nos dirigeants et les professionnels avec le dédale des défis difficiles qui se posent en matière de protection de toute vie sur la Terre, tant que la radioactivité artificielle produite par les installations nucléaires continuera de menacer la vie des générations à venir.

Earth Restoration Peoples Oversight Commission (EROC)

The Earth Restoration People's Oversight Commission (EROC) was formed to provide a vehicle for aligning the concerns and actions of indigenous and non-indigenous peoples for the purification, protection and restoration of the planetary biosphere. Our common interest is the survival and well being of life on Earth.

In collaboration with diverse allies from faith groups, First Peoples, activists, public interest, professional and environmental organizations and interested and knowledgeable individuals, the committee was founded by Yvan Bombardier of La Famille and community health advocate Willi Nolan.

Independent Nuclear Phaseout Oversight Committee (INOC)

The Independent Nuclear Phaseout Oversight Committee (INOC) was conceived in the Mohawk territory of Kahnawake in September 2012. In planning since 2010, the committee was founded by Yvan Bombardier of La Famille and community public health advocate Willi Nolan and Dr. Mary Lou Harley.

INOC's mission is to provide education and independent oversight for global nuclear phaseout activities. Central to its role is the provision of information, review, analysis and recommendations to foster an informed populace and the highest standards of medical, scientific and culturally respectful opinion toward ending global reliance on nuclear technologies. Its premiere project is the formation of the Gentilly-2 Decommissioning Oversight Committee.


Gentilly-2 Decommissioning Oversight Committee

Immediately following the announcement of the planned closure of Gentilly-2, Québec's only nuclear power plant, INOC members responded with the launch of the Gentilly-2 Decommissioning Oversight Committee. They then invited members of the Wabanaki and Iroquois Confederacies to join them in an alliance to oversee decommissioning plans and operations for Gentilly-2 and Point Lepreau nuclear power plants.

Understanding the critical historical importance of careful implementation of the first decommissioning of operational nuclear power plants in Canada, this special committee will provide independent scrutiny, review, assessment and reporting. The experiences, knowledge gathered and results attained will serve to inform INOC activities in other territories.


Lepreau Decommissioning Coalition - Mouvement Sortir Le Nucléaire du Québec

Beginning in 2010, many of the INOC leaders joined the Lepreau Decommissioning Coalition to provide advice and make public their evidence that Point Lepreau and Gentilly-2 should be decommissioned and not refurbished. Evidence showed that the design of CANDU reactors is dangerously flawed, unreliable, an unacceptable risk to public health, safety and finance.

The fact that design of Point Lepreau, New Brunswick and Gentilly-2 in Québec nuclear power stations is the CANDU-6 reactor, virtually identical and containing many of the same inherent design flaws and safety risks, led to the Coalition's collaboration with La Famille and the Mouvement Sortir Nucléaire du Québec.


International Activities

INOC is now working with an international, intergenerational base of traditional indigenous, community based, professional, and public interest groups, some of which have been seeking the end of the nuclear age for more than half a century.

Based on cooperation, mutual benefit, understanding and respect, INOC has prepared to facilitate public oversight, technical and scientific assistance and decision making toward global phaseout of nuclear operations and careful, thoughtful decommissioning and remediation of radioactively contaminated sites.

FIRE - is active in every cell of every living being everywhere. Humans are an entirely dependent species at the top of the food chain, and are responsible for the (mis)management of Earth's ecosystem resources. Human activity has also been effectively destroying the very ecosystems on which we all depend for our survival.

Just as the beginning of each new day is accompanied by the light of the sun, the central fire of our solar system, the beginning of true healing for our planet begins with understanding that human beings will play the central role if we are to survive as a species.

EARTH - The Earth itself contains and provides all that is needed for the creation and development of of life on the planet. Earth is essentially the womb from which all life springs forth, provides the seed from which all cells receive their instructions and is itself the body which nurtures all life. As such, the patterns of the Earth are living instructions of our collective responsibility to respect, honour and maintain humanity's inter-dependent relationships to each other and all of Creation. In this context, our social relations must be patterned in the fundamental realization that we humans are part of the Earth.

WATER - is essential for all life, from the protoplasmic development of microscopic marine life to the protoplasmic fluid which nurtures infant humans. Water distributes essential substances needed for the continued survival of all life forms, plant, animal, microbial and human.

The relationship of water to power is evident everywhere on planet Earth, from rainfall and irrigation for food production, to cleansing, cooking and heating our bodies and homes to Earth's own geologic and ecosystem corrections through small and large movements of water above and below the surface of the planet. Our understanding of and respect for water is vital to our sustained existence as a species.

AIR - Carrying not only the oxygen needed by all humans, the air, Earth's unique atmosphere is itself a catalyst for life processes. Air lets fire, rain and sunlight become available, allowing the continuance of life that is born, breathes and cycles through the many unique levels of existence on the planet.

Appreciating the gift of air means having the wisdom to make wise decisions so that planetary processes can continue to sustain humanity for coming generations.
